Quarterly Reports on OGP Activities. PROMISE BROKEN

As with any well managed policy implementation, there is meant to be regular (quarterly) assessment of progress of the OGP commitments issued by Tanzania. In the spirit of transparency, these assessments are then made available for the public to scrutinize and make sure the OGP commitments are adhered to and implemented such that they achieve their main goal. Indeed, the main reason that prompted us at Uhuru Blog to conduct this exercise is that we believe promises are easy to make but the government must be aware that citizens will no longer just take it for granted but will hold them to this promise. By analysing the outcome of each commitment constantly we can get an accurate picture of the success of OGP in Tanzania. Uhuru Blog commends the OGP action plan drafters for promising to self-evaluate the implementation aside from independent assessments done by us and other civil society organizations. However so far this promise has not been kept.

There exists an official Open Government portal for Tanzania (www.opengov.go.tz) which would be an ideal place to upload these reports. If any assessment of the program has been made, it has not been uploaded to the website or anywhere else on the internet, effectively making it non-existent. Another disturbing thing is that this website was last updated in May 2012, making it inactive for the last 2 months as well as a few of the links are still not active.

Therefore in light of this we rate this PROMISE BROKEN until such time as a report is made available on the website.
